The e-billing service will provide cost savings to the County by reducing costs associated with postage, paper, envelopes and printing.

Terms & Conditions

You must accept the Terms & Conditions to enroll in this service.

You do not need to enroll in e-Billing to make payments on line. This feature enrolls you to receive future bills by e-mail rather than by mail through the United States Postal Service.

NOTE: Parcel numbers will be removed automatically from your e-Billing account whenever there is a change of ownership to the property. Parcels removed due to a transfer of title must be re-entered to resume e-billing services.

The e-Billing service enables you to receive your future Annual tax bills rather than receive a paper copy by mail. By subscribing to e-Billing, you agree that you will no longer receive a paper tax bill by mail from the County. The Riverside County Treasurer-Tax Collector, hereafter referred to as the Tax Collector, is committed to ensuring your online billing is always available. However, in the event that you do not retrieve or cannot view your tax bill, the Tax Collector will not be held liable. The responsibility of paying your tax bill in a timely manner remains yours. In the event of a discrepancy between an on-line tax bill and the Tax Collector’s billing records, the Tax Collector’s billing records will always prevail.

You must have a valid e-mail account to use e-Billing. You must provide us with the correct and currently valid address of the e-mail account to which you would like notification of your tax bill availability to be sent. The accuracy of that e-mail address is entirely your responsibility and in particular, but without limitation, should that e-mail account ever become invalid or should you wish notification of your tax bill availability to be sent to a different e-mail account it shall be your responsibility to notify the Tax Collector’s Office. Owners on Title shall remain fully liable for any tax bills for which notification has been sent to your previous e-mail address.

The Tax Collector’s Office will not be liable for any e-mails caught in a spam or junk mail filter, nor will the Tax Collector’s Office be liable for any e-mails rejected by a firewall or any other reasons that may prevent you from receiving or viewing the tax bill notification. Owners on Title shall remain fully responsible and liable to pay any bills of which notification has been sent to you.

Your password should be kept secret, and the Tax Collector’s Office accepts no responsibility or liability in the event that your password is used by an unauthorized user to access your account. You should contact us immediately if your password has been compromised .

All Secured Property Tax bills shall be due and payable on the "date due" of each bill. Owners on title shall remain fully responsible and liable to pay any bills of which notification has been sent to you.

Any material downloaded or otherwise obtained by your using the e-Billing service is done at your discretion and risk and you are solely responsible for any damages to your computer system or loss of data that result from downloading of such material. You also agree that the Tax Collector will not be liable to you or any third party for any direct, indirect, incidental, punitive or consequential losses or damages, including loss of profits, goodwill, use, data or other intangible losses. In addition to the indemnities set forth in these Terms and Conditions, you also defend, indemnify and hold harmless the Tax Collector, its employees, related County departments and service providers and each of their directors, officers, employees, consultants and agents from and against all claims, liabilities and expenses, including legal fees and costs, arising out of your use of the Service and any breach of these Terms and Conditions.

We reserve the right to add, update, or delete any information or other documents appearing on this site at our sole discretion. The content displayed through this site is deemed public information. Any unexpected technical issues resulting from the use of this site does not relive the taxpayer from responsibility to make property tax payments on or before the delinquent date to avoid penalties or additional fees. Failure of the site to provide an automated reminder message for any reason, does not constitute an excuse or relieve responsibilities of the taxpayer.

You may cancel your enrollment in the e-Billing service at any time by logging into your account and making changes or by emailing the Treasurer-Tax Collector’s office at rcttc@rivco.org..
